Food Forest or Fuel : Salience of Issues and Biofules Advocacy Coalitions in the Philippines

The first country in Southeast Asia to enact legislation on biofuels, the Philippines, is recognized as a model for its decisive mandates in this area. The Philippine case offers insights on how the biofuels policy process could unfold in other developing countries. In this talk, the lecturer uses the Advocacy Coalition Framework (ACF) to follow the development of issues, coalitions and changes in the Philippine biofuels policy. His preliminary findings show four primary advocacy coalitions (economic development, technical, food security and biodiversity protection) that maintain the political salience of issues and drive change in the biofuels policy arena. The coalition coalesced around the issue of biodiversity protection was weak, resulting in an inability to stimulate pertinent changes in the country's biofuels policy. Several essential conditions to enhance environmental and food security considerations in the biofuels policymaking arena are identified using ACF hypotheses.

Marvin Joseph Montefrio is a doctoral student in Environmental and Natural Resources Policy at the State University of New York College of Environmental Science and Forestry . He is also pursuing a concurrent Masters in Public Administration degree at the Maxwell School of Citizenship and Public Affairs at Syracuse University. Marvin is a trained civil and environmental engineer at the University of the Philippines and National University of Singapore, where he focused on the engineering aspects of his work, Marvin endeavors to explore in his PhD studies the political ecology and decision-making behavior of local communities in response to various collaborative management arrangements concerning biofuels crop production.

Looking Beyond the Obvious: International Student Migration and the Issue of Brain Drain

In trying to understand the massive migration of International students, research studies have generally revolved around two major themes: cultural identity and economic opportunity. Researchers who focus on economic factors attribute migration to wage differentials between students' host countries and their nations of origin. Meanwhile, those within the cultural identity paradigm believe that the decision to migrate is due to an "enculturation" of values which are alien to students' home communities. As a result, government policies and development strategies are limited to asking where international students should apply their knowledge and not how such knowledge is sought and created. This talk aims to raise the issue of what we fail to consider when knowledge is regarded as an intellectual commodity, "carried" across national borders by the physical movement of individuals. Based on in-depth interviews with Filipino doctoral students pursuing science and engineering degrees in the US, the lecturer aims to explore how epistemology and knowledge politics can provide an alternative understanding of the way international students formulate thier migration decisions.
Yasmin Y. Ortiga is a doctoral student in the Cultural Foundations of Education Program at the School of Education in Syracuse University. Prior to her doctoral studeis, yasmin completed her Bachelors degree in Psychology at the University of the Philippines and Mastersof Education degree at Harvard University. She worked as a research associate at the National Institute of Education in Singapore, where she was involved in a nationwide rersearch on the motivation and future goals of Singapore students. Yasmin is currently interested in studying how labor trends and globalization affect higher education practices, with particular interest in the Philippine context.

There were 73 participants.
